About Lions Camp Horizon Foundation

Our History

In 1988, the Foundation took over year-round operatorship of portions of the former Blaine Air Force Base, now known as Bay Horizon Park.  We operate under a long-term lease arrangement with the Whatcom County Parks and Recreation Department.  In addition to the special needs summer camp (Camp Horizon), we make the facilities available for 3rd party rental when Camp is not in-session.  Revenue generated from those rentals helps defray the cost of operating maintaining the cold-war era facilities.  The grounds and outdoor recreational facilities are available to the community when Camp Horizon is not in session.

Future Plans

The Foundation is developing ambitious plans to undertake several significant refurbishment projects to improve the appearance of the facility, protect the structures from deterioration and enhance the experience for our special needs campers, 3rd party rental clients and general public.

Our Funding

Foundation operating funds are provided by a combination of:

  •           Camper fees

  •            Donations from the Lions Clubs of District 19-H

  •           3rd party facility rental proceeds, and

  •           Private donations

A significant portion of the donations received is used by the Foundation to underwrite camper fees for those special needs individuals who cannot afford the full amount of the Camper Fees.  We strive to never turn away a Camper due to their inability to pay the Camper Fees.

As we move forward with our ambitious refurbishment plans we will be seeking support from other organizations and individuals beyond District 19-H Lions to accomplish these improvements.

Donations to the Foundation from private individuals, foundations and enterprises, whether monetary or in-kind, may be deductible for IRS taxation purposes as we are a registered 501 (c) 3 non-profit organization.  Please visit our Donations page to see how you may be able to help us serve our campers!
